Abstract |
Background. At the present stage of transition the management of information flows, processes of their formation as a critical component of the strategic resource acts as a fundamental prerequisite of effective functioning of human capital and, as a consequence, productivity growth and competitiveness of the economy in the world economy. The purpose of the study is to identify patterns and determine the most effective ways to form the state policy of knowledge resource management in the Russian Federation.
Materials and methods. The achievement of the research goals is based on the analysis of the specifics of the formation and functioning of the knowledge resource, socio-economic problems of its production, and the state’s function in managing the knowledge resource. The research methodology is based on the institutional-evolutionary concept and a systematic approach.
Results. The article defines the regularities of knowledge formation as a property of human capital and a system-forming resource of the information and innovation economy, analyzes the prerequisites and factors for the development of the Quaternary production sector in Russia, and the state’s ability to manage this sector of the economy.
Conclusions. The state is the only institution of modern society that can ensure the creation of a basic sector of production and distribution (consumption) of both fundamental and applied knowledge in the socio-economic system. The function of the state to manage the knowledge resource is based on a new level of division of labor. Balanced development of Quaternary production in the modern economy is impossible without a purposeful state policy on knowledge resource management. The main directions of this policy for the Russian Federation are management development of the educational system as a fundamental factor affecting the supply of and demand for knowledge, and the regulation of development of the R&D sector through institutional support private sector production of applied knowledge and development of the state segment, including through development institutions.
